Purpose:
This 24-hour course equips supervisors, foremen, safety professionals, and other designated personnel with the knowledge and skills to serve as a Fall Protection Competent Person in accordance with EM 385-1-1, Section 21. Participants will learn to identify existing and predictable fall hazards, implement and enforce fall protection requirements, and take prompt corrective actions to safeguard workers. The training emphasizes regulatory compliance with EM 385-1-1, OSHA 29 CFR 1910/1926 Subparts D, M, and I, and the ANSI/ASSP Z359 series.

Description:
Through a combination of technical instruction, case studies, and hands-on activities, participants will develop practical competency in fall hazard recognition and control. Key topics include roles and responsibilities of Competent, Qualified, and Authorized Persons; selection and inspection of fall protection systems; hazard analysis for elevated work; and development of rescue and retrieval plans. The course also covers documentation and oversight responsibilities, including Activity Hazard Analyses (AHA), equipment inspection logs, and enforcement of site-specific fall protection programs. Interactive sessions include harness and lifeline inspection, fall arrest system setup, and real-world scenario problem solving.

Prerequisites:
Attendees should have completed basic fall protection or Authorized User training prior to enrollment and be familiar with construction or maintenance activities performed at height. Participants must be able to read and interpret safety standards and jobsite plans and should be physically capable of donning fall protection equipment and performing system inspections. Some USACE activities may also require supervisor endorsement and proof of previous training before attending
