Purpose:
This course provides students with a foundational understanding of Load Handling Equipment (LHE) and the associated safety requirements established by USACE, OSHA, and ANSI/ASME B30 standards. It addresses the roles and responsibilities of personnel involved in crane and rigging operations, as well as inspection, maintenance, and operational requirements for cranes and hoisting devices. The course also includes practical classroom exercises designed to strengthen student understanding of regulatory requirements and improve hazard recognition skills.

Description:
This course provides a broad yet thorough introduction to cranes, hoisting equipment, and rigging operations. Instruction includes an overview of crane types, common terminology, nomenclature, and major crane components. The course also covers the following topics: (a) Basic crane and hoist design and construction, including scientific principles associated with crane and hoisting operations, crane models, and hands-on equipment review. (b) Crane and rigging terminology and definitions associated with OSHA and USACE requirements. (c) Types of cranes and other load handling equipment governed by applicable ASME B30 standards and requirements. (d) Accident reporting requirements and hazard recognition principles related to crane and rigging operations. (e) Roles and responsibilities of personnel involved in crane and rigging operations, including operator training, certification, and physical qualification requirements; signal person and rigger qualification requirements; and Lift Director responsibilities. (f) Inspection requirements for cranes and hoisting equipment, including operator aids, safety devices, maintenance criteria, and operational and load testing frequency requirements. (g) Naval architectural analysis requirements applicable to floating plant and pile driving operations. (h) Rigging fundamentals, including identification and proper application of rigging gear and components, as well as inspection requirements and procedures for wire rope, rigging hardware, and hooks. (i) Suspended work platform requirements, including rigging requirements, crane setup considerations related to overhead hazards, and platform inspection and testing requirements. (j) Requirements for machinery and mechanized equipment capable of hoisting loads, including operator requirements, load chart interpretation, and hazard recognition. (k) Lift planning fundamentals, including the distinction between standard lift and critical lift planning requirements in accordance with ASME P30.1.

Prerequisites:
NNominees should have an occupational need for knowledge related to Load Handling Equipment (LHE) and associated requirements. This course does not provide certification for crane operators, riggers, signal persons, or Lift Directors, and employees at all grade levels may attend. It is particularly recommended for U.S. Army Corps of Engineers Construction Quality Assurance personnel, Project Engineers, maintenance foremen and supervisors, safety and occupational health professionals, Environmental Compliance Coordinators, operations and maintenance personnel, and others with a need to understand USACE and contractor crane program requirements. The course emphasizes hazard recognition and safe work practices, with a focus on procedures, precautions, and oversight responsibilities associated with contractor crane and hoisting operations. Each student must arrive with a laptop and appropriate CAC credentials to access the USACE network and required course materials.

Notes:
This course was last accredited as a 4.5 day course. The systems generated email sent on 18 February indicated the course was reduced to afford a course. QATB does not appear to have been notified of the substantive change. This course elicits accreditation until it is scheduled for an accreditation review. Note: there is no lesson plan and the current SOI does not match the times in the email.
